You can add @XmlAttribute on JaveBean getters and that works. But I need to add it on actual @WebMethod parameters (i.e. they all have to be mandatory)...can't seem to find a way to do that.
Also, I tried using @XmlElement on the JavaBean getters with required=true,nillable=false and the generated WSDL seemed to ignore that completely. It seemed to honor required=true only if I mapped by JavaBean property using @XmlAttribute...
