I would definitely think it's a bug somehow. I think the JAX-WS frontend (or someplace around there, would need to dig more) should stick the executor if configured onto the Exchange and the transport should use it if one is specified, otherwise do what the current code is doing. Please log a bug so it doesn't get lost.
