Hi Sergey I only meant that service design can avoid or delay the need for WS-AtomicTransaction. WS-BA is another topic.
IMHO, from an layering/granularity point of view the service enabling layer sits between services using WS-BA (coarse grained services) and REST. REST perfect fits for fine grained CRUD operation style MEP. I would avoid the introduction of transient transaction resources (or similar pattern) to encapsulate an update of two resources in one call- of course, technically possible. If this must be done in a transactional manner, I'd go with a web service deployed in an application container which supports local transaction.
