SAXException resolving resource

Hello,

I am experiencing the same problem in terms of resolving a DTD from a 
schema as already raised some month before (even with the same DSIG Schema)

Since there was no reply on the authors last post, I wanted to ask 
whether this may be considered as a bug on the schema resolver (imho 
yes) and whether it is likely that it gets fixed when submitted as a 
JIRA issue?
