I'm not really sure about what other people would expect, but I generally look in the same place as the README's/Release notes or docs folder if one exists that contains more than javadocs.
Not really sure what people who are very used to dealing with Apache projects would expect as well. Perhaps having that in the /lib directory is common knowledge for apache project veterans?
