I don't think you did a right configuration on the server side.

Do you mean the service can be access through the Jetty service?
If so , it should work with the Servlet transport too.
It seems, that CXF starts Jetty server and publishes services over it. I
think, it's not good solution, that my web application, which is deployed
on Tomcat server, starts Jetty server for publishing services. Why does it
use jetty?
I proceeded according to
http://code.google.com/p/cxf-protobuf/wiki/UsersGuide
and there isn't mention about CXF servlet.
