Thanks for the reply. Hmm, it does seem like an OSGI/Spring issue. I have more 
configuration issues to deal with so hopefully, as I work those out, this will 
go away.

I've seen it, seems to be a transient issue which is more likely to happen
on slower machines. I'm not sure what is the exact cause but I'm nearly sure
it's not a CXF issue, rather a problem of the OSGI container ensuring the
Spring DM configuration is activated properly. IMHO we should introduce a
custom (http transport) Activator which will take control of checking for
HTTPService, etc,
