To correct myself, giving up when the endpoint is no longer reachable is
not the standard for WS-RM, since this would mean it couldn't recover
from a temporary network outage. Metro, for one, keeps trying the
endpoint until it finally gets a connection. If the endpoint still knows
about the established sequence everything continues from that point. If
the endpoint doesn't know about the sequence (as when a server is
restarted with no persistent storage of sequences) it responds with a
Fault and the WS-RM code gives up at that point.
