At any rate, that did it for policy. My server is now complaining:
org.apache.cxf.binding.soap.SoapFault: The signature or decryption was
invalid; nested exception is:
java.security.UnrecoverableKeyException: Cannot recover key
I should be able to figure that out on my own.
