Well, your catalog has no entry corresponding to:
http://www.w3.org/2006/03/addressing/ws-addr.xsd

May be you need to configure CXF to use

http://www.w3.org/2005/08/addressing/ws-addr.xsd for WSA support ?

for the catalog to have any effect ?
Or add the 'http://www.w3.org/2006/03/addressing/ws-addr.xsd' entry to
the catalog
