CXF implements the JAX-WS specification, a superset of the functionality
allowed by the WS-I BP specification (any version). The latter is a set
of architectural styles for the developer to implement or not implement
as he/she chooses. It is similar to a word processor like OpenOffice
not enforcing the writing rules given by the "The Elements of Style"
book and instead leaving that decision to the user of the word processor.
IIRC the WS-I has web-stack independent validation tools you can use to
check on how compliant your particular web service is.
