different bundle versions have to be used to get a multi-bundle distribution working.
Yes, those bundles have to be ACTIVE

The other thing you can always try is to debug DSW. Start Equinox/Felix in a debug mode and out few breakpoints in the CXF DSW code - no changes have been made there recently which would prevent a basic HTTP service being published
