Normally that error indicates some callback handler that provides passwords for either security keystores or usernames (in the UsernameToken setup) is missing. The links above provide examples of such callback handlers.

Since the 2.2.x series is retired (http://cxf.apache.org/download.html) you'll probably want to work with the 2.4.x series if you can.
