Thanks again Glenn. It looks like my windows service doesn't shut down the web services. I have http://localhost:9005/HelloWorld listening on 9005 even after the service goes down. But at the same time, i can't access the WSDL anymore when the service goes down. But when the service comes back up I get the "endpoint already registered " error...
