CXF supports to publish the services without help of the servlet
transport. For your case, you just need to use jaxws:endpoint,
jaxrs:server to define the endpoints with full address.

is it possible to bootup cxf components in a spring container having jaxws
endpoints but not running the cxfservlet . for
example:spring-integration(SI) allows you to run SI context files using
org.springframework.web.context.ContextLoaderListener .
the use case for this is to run CXF endpoints under AMQP broker.
