So it looks like what we did previously isn't quite working like we expected. 
We need to pass in the WSDL for the Policy Interceptors to be properly
invoked so we're more or less backed to square one.

But here's what we're seeing which I am not sure is the correct behavior. 
When we first deploy our services, we see our Service getting created by the
ReflectionServiceFactoryBean:

But when we invoke the service, we see that same message again in the log
(i.e. the Service is getting created again).  Is this expected?  Is there a
way to avoid this?
