Thanks for the help...

I just found another WSDL being deployed on the same system that doesn't
exhibit the behavior.  I'm going to start diff'ing the two at this point and
see if I can't pinpoint some configuration issue.

If I don't see anything, then I'll proceed with your 'next steps'.
