Actually we wanted to upgrade to the cxf version which is latest because we were using very old library 2.1.2 and it has become outdated.
So we came up with the solution to upgrade to 2.7.3. But since I was having issues in upgrading to 2.7.3, I started upgrading in different phases. Initial version of CXF library was 2.1.2. I upgraded to 2.4.0 and it worked fine. Then from 2.4.0, I upgraded to 2.5.2 and that also worked fine. Could you suggest a good and relatively new/latest CXF library for us. We are using Ant 1.6. Also I did not understand your question " Also does it have to be a feature or could I just load a defined set of bundles provided by the feature?".
