If you grab the list of headers out of the SoapMessage, they should be SoapHeader objects which would shave the mustUnderstand and Actor attributes on them.
That said, I need to think about this a bit more. I THINK the jaxws handler TCK tests might be broken now for the same reason. I'll need to check. Probably need to remove those attributes much later in the chain instead of at initial header reading time.
