Hi,

This exception means that either IssuedTokenOutInterceptor or 
IssuedTokenInInterceptor have not set IssuedPolicy assertion into asserted 
status.
The reason on the receiver side can be that message contains no security token, 
on the sender side that token was not obtained.

It will be a little bit easy to help if you describe your use case and provide 
information about wsdl, policy and configuration.
