It's asserted via "policyAsserted(transportToken);" in the
TransportBindingHandler.

Are you implementing a AssertionBuilder implementation for your custom
token + registering it with the AssertionBuilderRegistry on the CXF bus? I
would put a breakpoint in WSS4J's SupportingTokens.parseNestedPolicy to see
what is going on.
