Confused about configuring org.apache.cxf.transport.http_jetty.osgi.HTTPJettyTransportActivator

I set some config admin properties for PID org.apache.cxf.http.jetty,
but that's the 'factory PID'.

'updated' is never called. How do I set the port so that updated will
be called and the parameters used?
