This probably is a bug.  Not sending the root part first breaks all kinds of 
streaming use cases so it’s not something I’ve ever seen done.   Every toolkit 
I’ve used puts the root part first so we’ve likely never even tried to support 
it.

That said, I’m not sure I’d consider it a high priority bug since, after more 
than 10 years,  I’ve never seen it.   A patch would be welcome though.
