There is one thing I know about related to what you asking which is the Research Data Alliance.
This is not quite what you were asking about. It is more about devising solutions to sharing data sets and the meta data about them, particularly at giant scale. It is partly about innovation and partly about standardization. But it is the closest thing I know of.
