I have asked for this TLS issue to be addressed. The site is run by the Open Grid Forum.
In the meantime, I was able to access the OGF redmine site using Chrome by just confirming a security exception. Firefox also works for me. Current versions of Google Chrome require one to explicitly enable support for TLS 1.0, and TLS1.1. Does anyone know who is managing this site?
