as I just wrote to Frank, this trouble appeared, disappeared and appeared again,
without any change on my machine. In any case, the firewall is on the server of
my
internet provider and I tried to temporarily set my antivirus off, but nothing
changed.

Have you checked the obvious sources of problems on windows?
Thinking of personal firewalls, virus scanners, full disk, no temp
dir, ...
