This issue requests the respective UI, but this would automatically
provide the API.
(Basically, it's probably about implementing XLoadable or similar at the
control model.)

In general, I'd say put it into "Database Access". Though, as you said,
it finally doesn't matter too much ... But DBA is where those controls
are hosted/maintained.

The more practical reason is the process how enhancements are brought
into the product. One part is

but waiting for this might be ... boring.
In fact, project owners have a certain freedom in choosing/suggesting
what they want to do, though they're usually not the alone owner of the
development resources (we had this discussion here already, IIRC).
Now when you assign such issues to DBA, then chances are higher that I,
as the DBA project owner, will find them and decide to spend resources
on them. If they're in some other project, chances are higher they slip
my radar - and in this case they will probably be lost, since no other
project has real interest in those.
