I remember a runtime version of Access. Using that to run a database, prevents the user to do anything but just use the database-application.
Now I don't remember if the MDE is the runtime version.
Probably someone else will know this.

MDE is just a file extension. It is used my MicroSoft for an encrypted MDB file. You can use this file with the full MS Access aplication or the runtime MS Access or with any program that uses the tables from it via a Jet connector ( ODBC, ADO, OLE-DB ) - assuming you know the password.

There is not an equivilant for an ODB file. \
