OK, My opinion only -
I would not enter a duplicate issue on purpose, this just causes the folks on the QA team, or a developer to have to go in and mark it as such. Instead I would vote for the issue. On the other hand it does appear from scanning the issues that having a bunch of duplicates entered for a particular issue causes it's status to rise. Perhaps similar to how links to a web page raise its rating in some search engines.
