OK,

My opinion only -

I would not enter a duplicate issue on purpose, this just causes the
folks on the QA team, or a developer to have to go in and mark it as
such. Instead I would vote for the issue.

On the other hand it does appear from scanning the issues that having
a bunch of duplicates entered for a particular issue causes it's
status to rise. Perhaps similar to how links to a web page raise its
rating in some search engines.

My belief is that this is simply because the new issues get face time,
if you will, therefore raising the visibility of the original issue
again.

Yes I did and worked, just as it was suggested in the issue 55029

My question was if I should vote for it, duplicate it, or do nothing,
for the target was set to OOo later.
