With 2.3 (probably), there'll be a possibility to also have localized string lists (basic the localized Basic dialogs without the dialogs and controls :) So chances are good that at least with 2.3, you can add L10N support to the file. You probably need to ship the localization files separately as long as the embedding of macros/dialogs/string_tables in .odbs is not supported, though.
