I suppose the logic to remember the application state, and restore it upon next startup, is implemented generically in OOo. Unfortunately, forms are different from normal text documents in that they're sub documents of the database document. Somehow I suppose that the restore-state code cares for top level documents only, not sub documents. In this case, there'd be no way to convince your form to do what you want. Except, as always, filing an issue and lobbying for it.
