The HSQL engine itself can do this, it requires you do manually execute the needed SQL commands. See http://hsqldb.org/doc/guide/ch06.html for the details. I do not know if there exists a more end-user friendly of this knowledge, perhaps somebody else in the mailing list knows. The project you refer to is to implement a user interface for this feature, it is currently stalled.
