The file that Frank put up is still available at:
ftp://qa-upload.services.openoffice.org/
However- unless you have a specific reason for that binary you might
want to consider downloading the latest OO.o 3.1 developers build
instead. That feature is now in these developer snapshot builds.
You find those builds right on the main site http://download.openoffice.org
