I recently learned that there is a bug that when the recovery actually cannot find the file to recover, it just says "failed", and tries again the next time. Sounds a little bit like what you describe (didn't you also submit an issue for this? Still on my TODO list to delegate this to the framework team, it's a generic problem, not limited to odb files). For getting rid of this, just delete the Recovery.xcu somewhere in your user data (not sure about the exact path right now, sorry).
