In 6.16.61 SUM notice "(see the text on conversions)". The conversion is
described in 6.3.7 Conversion to NumberSequence. So it is intended
behavior that SUM and + behave different on texts.
Comment 6: http://help.libreoffice.org/Calc/Converting_Text_to_Numbers
is not sufficient. It misses the different handling of single numbers
and number sequences from referenced cell ranges.

sufficient. It lacks the text "SUM ignores any text or empty cell within
a range or array" as seen in

hilfreich.
Wenn ich das richtig verstehe, können die LO-Entwickler nicht einfach
das realisieren, was sich die LO-Benutzer "wünschen", sondern müssen
darauf achten, dass sie den von OASIS ( Organization for the Advancement
of Structured Information Standards = eine internationale Organisation
für E-Business- und Web-Service-Standards ( https://www.oasis-open.org/
) ) definierten Standard für "Open Document Format"-Software nicht
verletzen, da sonst LO nicht mehr 100%-ig kompatibel mit anderer
ODF-Software wäre, die sich 100%-ig an den ODF-Standard ( Open Document
Format for Office Applications (OpenDocument) v1.2 (
http://docs.oasis-open.org/office/v1.2/ ) ) hält, mit dem alles
haarklein festgelegt/definiert ist.
Mit anderen Worten: Wenn man da Änderungen haben möchte, müsste man
erreichen, das "OASIS" den Standard in diesen Bereichen ändert/anpasst
...
