I did the same thing for both 1.5.1 and 1.5.3, all the backend files are
deleted first before importing the schema and data ldifs. Also I
repeated the same test in Vista and I had the same problem.

yeah, and the JPEGPhoto should not be a problem at all.
Just another question : did you removed the previous backend files
before migrating to 1.5.3 or did you just install a brand new instance
and did your tests ?
