Unfortunately, we have not extracted the makensis path to the user's settings.xml file yet. This is very bad... Moreover, a JIRA should be created for this.
So, for now, it's "hardcoded" in the the pom.xml file of the project (which is very very bad...). You might have to twek the location in the pom.xml to get it working on your environment.
