Are there published jars or plans to publish the equivalent of apacheds-all without external dependencies?
https://issues.apache.org/jira/browse/HADOOP-10100 explains the issue -- the external dependencies can override the versions of those jars you want to use for your application. Without external depencies, the project itself can deal with the external depencies (by, for example, choosing versions that are compatible with the project's usage and apacheds usage).
