Yes and Kind Of.

Yes, Apache Directory is an open source LDAP server (and an API).

And, yes, it's "something like" Active Directory, but not 100%. Active
Directory has several components, the core of which is a LDAP server,
but AD also includes things like Kerberos, GPO (which is LDAP + SMB),
Netlogon (SMB), etc.
