LIBS issue in released Silo and PETSc ===================================== * Roland explained issue that causes build failures when configuring ExternalLibraries multiple times. Roland mentions that time is fairly tight in between releases, even taking a "break" of 1 months means on is running late. Release preparation is quite a bit of work and makes it difficult to find volunteers. Lucas suggested reviewing the release process, trying to remove work items that are not always needed.
