Updating bundle with a different Bundle-Version

What happens when Bundle.update is called, but the new bundle data has a 
different Bundle-Version? Does it result in an exception? I would expect 
it to, since a Bundle-SymbolicName and Bundle-Version combination 
uniquely identifies a bundle instance. If the spec expects users not to 
change Bundle-Version while calling update, then I fail to see how it is 
used in a proper version controlled environment. My understanding is 
that Bundle-Version is an implementation version, hence any time a user 
changes anything in the bundle, be it a manifest update or some bug fix, 
in a proper version control environment, the new bundle should have a 
different Bundle-Version.
