+1 on publishing javadoc jars. I don't know about NetBeans, but for
Eclipse IDE support, I find a source archive much more pleasant than a
Javadoc archive. Consider for instance commons-io, which simply
uploads both of them to Maven central:
http://repo1.maven.org/maven2/org/apache/commons/commons-io/1.3.2/ .

Since it's all Apache 2.0 licensed, it should be no problem to lift
the relevant sections from their pom.xml file.
