preliminary fragment support is already in 1.2, but there are still pieces
missing - hence the exception when installing a fragment which uses
any of the missing features.

the fragment work is being done under this issue:

   https://issues.apache.org/jira/browse/FELIX-29

the last two entries discuss what is / isn't implemented at the moment.
