Yep, it was incorrectly including a ".jar" in the source wiki page, I
believe. I removed it, but I think it will take a while for the page to
propagate. Until then you can get it from the archive page I mentioned
before:
http://archive.apache.org/dist/felix/
Here:
http://archive.apache.org/dist/felix/org.apache.felix.scr-1.0.6.jar
