It is not clear if we will implement this feature in Felix any time
soon. However, perhaps you could implement a custom launcher to make
this happen. It wouldn't too hard to do from the outside.
Otherwise, feel free to open up a JIRA issue against Felix to implement
update() on the system bundle.
