problem with bindex when using version ranges

Hello,
 
when using version ranges like ;version="[2.4.0, 3.0.0)"
in the Import-Package manifest header the bindex tool fails to
generate the repository.xml file.
A NumberFormatException is thrown for input string "[2".
Is this a known bug?
