That makes sense; I wasn't aware of the core and compendium jar files.
You'd probably want to use system.packages.extra...it is discussed
in the doc Felix references below...
That did the trick. I was (and still am) confused why the
PermissionAdmin service works without this step; I guess the
different setup of manifest entries makes the difference.
