The Log 1.3.0 refers to the version of the Log Service specification, which is 1.3.0. The 1.0.0 refers to the implementation version of the Log Service implementation bundle.
In other words, Preferences requires a Log Service implementation adhering to the 1.3.0 specification of Log Service, the Log 1.0.0 bundle implements Log Service 1.3.0.
