Actually, the current trunk web console will install the bundle if it
cannot match the bundle against an installed bundle using the bundle
symbolic name as provided in the Manifest of the uploaded bundle.

Therefore R3 bundles without Bundle-SymbolicName cannot be updated at
the moment.
