Fragments were started with a very specific use case in mind, which was adding new localizations to a bundle. Unfortunately, their features ended up going far beyond this use case.
The main issue with fragments is they are not very modular since the fragments assume they have complete knowledge and access to the host. So, if you over use fragments you are likely not really creating a very modular solution.
